Resumen:
Los procesos de industrialización, globalización, migración rural-urbana, el crecimiento demográfico, la falta de planificación de las ciudades, tráfico de tierras, gentrificación, entre otros, han provocado grandes fenómenos sociales, tales como, la proliferación de asentamientos humanos irregulares o ilegales, cuya situación ha hecho posible la concreción del denominado derecho a la ciudad, el cual integra en un solo concepto varios derechos humanos ya reconocidos y la proclamación de nuevos derechos que aspira sean reconocidos por los Estados; que deben ser garantizados principalmente por las Municipalidades, Comunidades Autónomas o en nuestro país los Gobiernos Autónomos Descentralizados Municipales, en este contexto, la presente investigación pretende analizar las acciones socio-jurídicas efectuadas por el Gobierno Autónomo Descentralizado del Cantón Riobamba para hacer efectivo el derecho al agua potable y a la vivienda como integrantes del derecho a la ciudad, para lo cual, hemos tomado como área de estudio los asentamientos humanos irregulares de la Parroquia Lizarzaburu de la ciudad de Riobamba.

The processes of industrialization, globalization, rural-urban migration, population growth, lack of planning of cities, land trafficking, gentrification, among others, have led to major social phenomena, such as the proliferation of irregular or illegal human settlements , whose situation has made possible the realization of the so-called right to the city, which integrates in a single concept several human rights already recognized and the proclamation of new rights that aspires to be recognized by the States; that must be guaranteed mainly by the Municipalities, Autonomous Communities or in our country the Decentralized Municipal Autonomous Governments, in this context, the present investigation intends to analyze the socio-legal actions carried out by the Autonomous Decentralized Government of the Riobamba Canton to make effective the right to drinking water and housing as members of the right to the city, for which, we have taken as an area of study the irregular human settlements of the Lizarzaburu Parish of the city of Riobamba.
